Trump's Progressive Alarm Overlooks The Continent's True Threat: Technological Decline.

Donald Trump's national security strategy presents a flawed assessment of the European Union. It claims that unrestrained immigration and what it terms "progressive" agendas pose an existential threat to the continent's identity. However, this perspective rests on a serious misreading of the situation. The actual challenge confronting the EU is not cultural but economic and technological lag.

A Glaring Economic Gap Separating the US and Europe

Statistics paint a sobering contrast. Between 2008 and 2023, US GDP grew by 87%, while a mere thirteen and a half percent growth for the EU. During this time, European income per person dropped from over three-quarters to just half of the US level. Remarkably, even the poorest US state now has a greater average income than several leading European economies like Italy and France.

Today, roughly half of the world’s 50 largest tech companies are US-based, while a mere four are from Europe.

The Technological Shortfall: The Core Question

This widening disparity stems from stronger productivity growth in the United States, largely due to technological innovation and higher total factor productivity. The scene of global tech dominance is decidedly US-centric. Over the past five decades, hundreds of American startups have scaled into enterprises valued at over $10bn, versus just 14 in Europe.

This gap raises a pressing question: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, what is the EU stand? Experts widely agree it is essentially a two-horse race between the United States and China, with Europe entering at a significant handicap.

Root Causes of Europe's Technological Lag

A number of key factors account for this innovation chasm.

  • Financing Ecosystem: The US boasts a much more robust and more dynamic network for financing new ventures. The EU has yet to establish a genuine unified investment market, which limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper European business. A American entrepreneur can introduce a product under a single regulatory framework to access a market of hundreds of millions. The EU, despite a larger population size, is split among twenty-seven separate systems, creating significant market obstacles.
  • Cultural Attitudes: Views on risk-taking differ sharply. In parts of Europe, business failure was historically met with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has eroded its ability in pioneering research.

The Road Ahead: Reasons for Hopefulness

In spite of these hurdles, there are reasons for optimism. European leaders are growing more conscious of the existential challenge and have begun to advance serious reform. Notable reports on European competitiveness and the single market highlight the need for sweeping reforms.

Given appropriate policies and regulatory reforms, Europe's strengths might enable much higher levels of business-led breakthroughs.

Europe retains significant advantages: skilled human capital, excellent schools and universities, and premier labs. Alongside a vast domestic consumer base and substantial household savings, these elements have the potential to trigger a new wave of venture creation.

Crucially, even if Europe does not take the lead in developing cutting-edge tech, it can still dramatically boost productivity by adopting and adapting innovations from other regions.

A Critical Juncture

The European Union now stands at a decisive moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's technological decline has been steady. However, if it fails to take decisive action to tackle its deep-seated problems, today's slow erosion could turn into a sudden and irreversible loss of global economic relevance.
